Frieda called the meeting to order at approximately 7:15 p.m.
I. Presentation by Joe Disalvo, candidate for Pitkin County Sheriff
Rick Leonard, also a candidate for Sheriff, had been invited to the meeting, but was unable to attend. Joe introduced himself and answered questions. He offered his cell phone number for anyone interested in speaking with him further about issues.
II. Approval of Minutes from 8/16/10 and 9/20/10
Ken Smith moved to approve the August and September meeting minutes. Holly McLain seconded. All approved.
III. Treasurer’s Report
Brad Zanin was absent from the meeting. Emily Smith reported that the total from the Wheeler fundraiser is currently $13,000.00.
IV. Code Committee
Jan Martin, Frieda Wallison and John Clark attended a work session with the Board of County Commissioners regarding the provisions of the County’s Land Use Code relating to agricultural buildings. Caucus members were not permitted to speak at the work session. Jan is trying to schedule meetings with the County Commissioners to tour Old Snowmass in order for them to better understand barns as working structures. Additionally, Jan spoke with Pitkin County Commissioner, Jack Hatfield. He agrees that caucus members should have the right to be present and discuss specific issues at the next work session. Tim McFlynn stated that he is impressed by the time and energy dedicated by the Code Committee. Frieda called particular attention to the tireless efforts of Jan Martin as Chair of the Committee. Tim suggested that the committee encourage influential ranchers, etc. to attend the next work session, scheduled for 12/07/10.
V. Land Use Application
The next item of business was an application for a minor amendment to a development permit relating to property owned by James and Lisanne Rodgers at 1355 Watson Divide Road. The amendment would increase the outdoor construction season to November 30 and allow indoor construction to continue through the winter if certain wildlife mitigation measures were undertaken. Kevin Wright of the DOW has already recommended approval of the extension of the construction season in part because wildlife are already effected by the hunting season. Steve Child, Chair of the Caucus’ Land Use Committee, recommended approval. John Clark Moved to approve. Patsy Batchelder seconded the motion. All approved.
VI. Solar Renewable Energy Committee
Ken Smith reported that the final draft of the code amendment on solar energy will go to the County Commissioners on 11/09/10. There is continued discussion regarding who will be responsible for enforcing the glare issue. Ken and the caucus committee will submit recommendations to the County prior to the meeting on 11/09/10.
VII. Water Committee (Executive session)
Emily Smith made a motion to go into Executive Session. Rick Heede seconded the motion. All approved.
After motion made by John Zabriskie and seconded by Emily Smith, the Board unanimously agreed to fund the completion of the build-out study in the amount currently anticipated.
Patsy Batchelder made a motion to adjourn the meeting. Holly McLain seconded the motion. All approved. Meeting adjourned at approximately 10:30 p.m.
